Okay, so you have a monkey in a park. Due to a careless worker it escapes. This monkey goes on to attack 120 people before it finally gets captured. What do you do? Do you destroy the monkey and test it for rabies? No, you put it in a cage in another town, so that it can escape again. Why? Turns out the monkey has friends in high places, it apparently helped the mayor get elected.
